January 21, 2025 at 9:00 a.m. Mr. Phorayot Klangkrong, Director-General of the Department of Industrial Works, assigned officers of the Industrial Waste Management Division to visit the area to follow up on the progress of solving the problem of smuggling hazardous chemicals and industrial waste hidden and dumped in Phra Nakhon Si Ayutthaya Province, at 2 locations: a hazardous chemical storage warehouse along the Uthai-Pachi Road, Phachi District, and a U-shaped clay pit in Tambon Phai Lom, Phachi District.

From monitoring the progress of the hazardous chemical warehouse on the Uthai-Phachi road, Phachi district, Phra Nakhon Si Ayutthaya province , which is a warehouse storing thousands of tons of hazardous chemicals, after the Department of Industrial Works (DIW) hired S.K. Interchemical Co., Ltd. under the 2024 annual budget of 6.9 million baht to move over 800 tons of hazardous chemicals and over 100 tons of contaminated electrical wires for disposal/treatment, it was surveyed that the amount of industrial waste remaining in the area was approximately 7,000 tons (including approximately 3,000 tons of chemical-contaminated soil) , some of which were damaged Intermediate Bulk Containers (IBCs), approximately 500 tanks, containing deteriorated acid, some of which had spilled onto the floor and leaked out of the warehouse, which could affect nearby water sources and public areas outside the warehouse. The DDI would like to ask S.K. Interchemical Co., Ltd. to transfer the deteriorated acid from the damaged IBC tanks and recover the leaked acid in a standard, complete IBC tank. Ready to move the damaged IBC tanks to be proportionate in an appropriate area to wait for disposal/treatment in the next phase. For the management of hazardous chemicals and industrial waste that remains, it is in the process of requesting the allocation of the central budget for fiscal year 2025.

The Industrial Estate Authority of Thailand (IEAT) would like to ask for assistance from S.K. Interchemical Co., Ltd. to replace the deteriorated acid from the damaged IBC tanks and recover the leaked acid to be in the IBC tanks that are in good condition according to the standards, along with moving the damaged IBC tanks to be proportionately in an appropriate area.

Later at 11:00 AM. Officials visited the U-shaped clay pit where hazardous chemicals were illegally dumped in Tambon Phailom, Amphoe Phachi, Phra Nakhon Si Ayutthaya Province. The Department of Industrial Works received cooperation from S. Kanok Environmental Management Co., Ltd. to dispose of/treat hazardous chemicals or industrial waste using the guidelines in the Ministry of Industry’s announcement on the management of waste or unused materials B.E. 2566. The company has started to adjust the soil in the pit with lime, as well as installing a mobile wastewater treatment unit and a generator. After this, it will prepare to suck contaminated water from the clay pit into the wastewater treatment system and release the treated water into the pit. The industrial waste sludge will be moved to the company for disposal/treatment, and the area will be restored to a suitable condition . It is expected to be completed by January 25, 2025.
