On August 23, 2023 at 12:00 p.m., Mr. Chulaphong Thawisri, Director-General of the Department of Industrial Works, assigned Ms. Jinda Techasarin, Director of the Industrial Waste Management Division, along with Mr. Thira Kaewpimol, Phra Nakhon Si Ayutthaya Provincial Industry Officer, officers of the Industrial Waste Management Division, and relevant agencies to jointly inspect the current conditions of areas where industrial waste has been illegally stored and dumped in Phra Nakhon Si Ayutthaya Province, most of which are hazardous waste that is acidic, causing serious damage to the environment and the public.

Officials rushed to the area of 5 old warehouses without business licenses located in Phachi District, Phra Nakhon Si Ayutthaya Province, where various types of hazardous chemicals, totaling approximately 4,000 tons, were illegally stored. They received good cooperation from the Environmental Management Industry Group of the Federation of Thai Industries to clean up the chemical-contaminated wastewater that leaked in and around the warehouse on March 24, 2023, to prevent the spread to the community’s public water sources. The inspection found that the public canal along the Highways Department road in front of the warehouse and the 1,200-square-meter, 5-meter deep clay pit inside the warehouse, which contained approximately 6,000 cubic meters of acidic wastewater, were dark black. In addition, the warehouse roof was found to be damaged and leaking, and there was also a seepage of industrial waste from the warehouse storing the contaminated wastewater.

Later, officials inspected the areas where industrial waste was illegally dumped in three other locations:

  1. Private clay pit area, 6 pits in Khok Muang Subdistrict, Phachi District, Phra Nakhon Si Ayutthaya Province, which is 3 kilometers away from the old warehouse without a license.
  2. Rice fields along the highway in Phra Kaew Subdistrict, Phachi District, Phra Nakhon Si Ayutthaya Province
  3. Private area (U-shaped pond) in Phailom Subdistrict, Phachi District, Phra Nakhon Si Ayutthaya Province

The Department of Industrial Works has provided advice to affected people on how to manage and restore environmental damage in order to solve problems in the area, while also taking legal action against offenders under the Factory Act of 1992, the Hazardous Substances Act of 1992, and other related laws, such as the Criminal Code, the National Environmental Quality Promotion and Conservation Act of 1992, etc.
