Director-General of the Department of Industrial Works visited the area to follow up on the waste problem in Phachi District, Phra Nakhon Si Ayutthaya Province, revealing that he is preparing to join hands with the Federation of Thai Industries to manage the remaining waste again, fearing that it will affect public water sources in the community.
On September 1, 2023 at 2:30 p.m., Mr. Chulaphong Thawisri, Director-General of the Department of Industrial Works, chaired a meeting to discuss guidelines for solving industrial waste management problems in Phachi District, Phra Nakhon Si Ayutthaya Province, attended by Mr. Suphakit Boonsiri, Deputy Director-General of the Department of Industrial Works, Ms. Jinda Techasarin, Director of the Industrial Waste Management Division, officers from the Factory Supervision Standards Development Division, officers from the Factory Pollution Research and Warning Division, Ms. Apisara Ket-in, Phachi District Chief, Mr. Thira Kaewpimol, Phra Nakhon Si Ayutthaya Provincial Industry Officer, Pol. Maj. Gen. Watcharin Phusit, Commander of the Suppression of Natural Resources and Environmental Crimes, representatives of the Environmental Management Industry Group, the Federation of Thai Industries, officers from the Pollution Control Department, officers from local administrative organizations, and relevant persons. The meeting was held at the meeting room on the 2nd floor of the Phachi District Office, Suwannason Road, Phachi Subdistrict, Phachi District, Phra Nakhon Si Ayutthaya Province.
In this meeting, the Department of Industrial Works explained the progress from the field inspection of areas where industrial waste was illegally stored and dumped in Phra Nakhon Si Ayutthaya Province on August 23, 2023, in 4 locations, namely:
The meeting agreed to expedite the resolution of the public nuisance problem quickly by discussing the proposal to appoint a provincial-level committee to solve the problem and urged relevant agencies to expedite the implementation of their assigned duties completely. They also jointly considered the management of remaining waste, especially in the old warehouse area, which is mostly hazardous acidic waste that may leak when it rains, causing serious damage to the environment and the public, according to the proposal of the Environmental Management Industry Group, Federation of Thai Industries, regarding the need to urgently collect (clean up) the chemical-contaminated wastewater that leaked in the warehouse area and surrounding areas again to prevent the spread to public water sources in the community before disposing of it according to academic principles.
Later at 5:00 p.m. Mr. Chulapong Taveesri, Director-General of the Department of Industrial Works, along with Mr. Suphakit Boonsiri, Deputy Director-General of the Department of Industrial Works, and the team went to inspect the condition of the area of 5 old warehouses without business licenses, located in Phachi District, Phra Nakhon Si Ayutthaya Province, where various types of hazardous chemicals were illegally stored, totaling approximately 4,000 tons. The group received good cooperation from the Environmental Management Industry Group, Federation of Thai Industries, to clean up the chemical-contaminated wastewater that leaked in the warehouse area and around the warehouse on March 24, 2023. Currently, it was found that the public canal along the Highways Department road in front of the warehouse and the clay pit inside the warehouse, which is 1,200 square meters wide and 5 meters deep, has approximately 6,000 cubic meters of acidic wastewater in the pit, which is dark black. In addition, the inspection found that the roof of the warehouse was damaged and leaked, and there was leakage of industrial waste from the warehouse that stored the contaminated wastewater.
Then at 6:00 p.m. Travel to a private clay pit in Kok Muang Subdistrict, Phachi District, Phra Nakhon Si Ayutthaya Province. It is a private land with a title deed of 3 ngan and 46 square wah. The area is covered with grass and deserted. There are 6 suspicious clay pits with a total area of approximately 120 square meters. Inside the pits, there is a thick, black liquid with a chemical smell. In addition, it was found that near the edge of the water storage pit, there were many large soft packaging bags or Big Bags. Inside were solid lumps and black powder mixed with gray and brown with a chemical smell. It is believed that it may be related to the case of the illegal storage of several types of hazardous chemicals in a warehouse in Phachi District because the area is only 3 kilometers away from the warehouse.
