On November 3, 2023 at 10:00 a.m., Mr. Chulapong Thawisri, Director-General of the Department of Industrial Works, assigned officials from the Department of Industrial Works (DIW) to conduct proactive inspections of five old warehouses without business licenses in Phachi District, Phra Nakhon Si Ayutthaya Province, to expedite the resolution of public nuisances after working together to solve the urgent problem by managing the collection (cleaning up) of chemical-contaminated wastewater that leaked in the warehouse area and surrounding areas on March 24, 2023.

From the field visit, officers spread out to inspect and count hazardous chemicals and various types of waste, approximately 4,000 tons, stored in the warehouse area. Traces of waste from the factory that leaked out of the warehouse building were found at various points. This is consistent with the conversations with affected people in Pachi District about additional waste leakage into water sources from heavy rains over the past 2-3 months, causing a pungent smell that floats in the direction of the wind. In addition, traces of people living in the warehouse area were found, and there was dismantling or separating waste materials in the warehouse. There were also traces of burning in several places. Officers therefore collected additional liquid samples in the warehouse area and surrounding areas for laboratory analysis as reference data to assess treatment/disposal costs, as well as to determine treatment/disposal methods and guidelines in accordance with academic principles. In this regard, the warehouse surveyors consisted of Mr. Worarit Somsong, Acting Director of Industrial Waste Management Group 1, Industrial Waste Management Division, and officers from the Industrial Waste Management Division, Industrial Waste Management Division. Together with officials from the Phra Nakhon Si Ayutthaya Provincial Industrial Office, they joined the field visit this time.
